COVER LETTERS - Do not dismiss the importance of a cover letter. Hiring managers still read cover letters. Infact, it is a criteria used for weeding out candidates when they have an abundance of resumes to read on the premise that the candidate took the time to send both documents as opposed to just a resume.

Best practice for job seekers - Unless the posting says "send your resume to...", send both the resume and letter.
