Job Search System is Broken

Find jobs online by submitting your research is a time sap and not necessarily a good use of your time.  The original websites for job search worked until the massive quantity rendered these sites inefficient.

There are so many applicants to each position, mostly because there is no deterrent to submitting an application (if we paid for email, recruiters / hiring managers would receive less resumes).  Industry studies show that less than 3% of applicants are contacted from online job boards.

What do you have - a process that is incapable of handling the demand - therefore it is broken, even with the use of applicant tracking systems (ATS).

I recommend that you concentrate on building your network / contacts in the industry / targeted companies.  I know it is hard and sometimes daunting but networking is the best way to find new opportunities.
