Cover Letters - I believe (know) that cover letters are read by hiring managers. The document is a screening tool. Many hiring managers take it a step further and will not consider an applicant if they do not receive a cover letter.
Case in point - the hiring manager receives 200+ resumes with ~50 cover letters (there is not ATS program used by this manager - not uncommon, esp. in non-technical workplaces). The hiring manager does not have time to read 200+ plus resumes so the first weeding out tool is "who bothered to send the cover letter?". With that said, if the applicant did not send a letter, they are likely not going to have the resume read.
Rule of thumb - Always send the cover letter with the resume unless the posting indicates "resume" or "resume only".
