Salary Negotiation -
In my opinion, it is perfectly fine to ask the hiring manager / recruiter how the company calculated the value of the position that you are seeking.
1. Did they use the # of years as a key parameter?
2. Did they do wage / salary survey (s)?
3. Are degrees / certifications a factor of significance?
However, before you engage in the interview and potential negotiation, do your homework and research salary ranges as related to geographic, job title, sector, experience, education, etc.
