My take - a negative. I advise my clients not to add this tag to their LI Profile picture. Frankly, I am not a fan of LI Profile pics and that LI places an emphasis on the picture as part of the algorithm, but the #opentowork tag enables hiring managers to low ball candidates on compensation issues.
If you are out of work and looking for a new opportunity, do not place yourself in a compromised position as related to compensation. Show your skills to your network, on your resume and LI profile and I believe you will do just fine.
