After you receive your offer, ask for the timeline that is needed to respond. If they rush you and say it needs to be immediate, that’s a bad sign. This happened to me concerning a job I was offered in IR for a Lake Tahoe resort. They wanted me to start in three days. I was offered the job while still living in NY (I live in SF now). I declined because I would have had to go home, back, and fly back, all within 72 hours (also needed a place to live).

Your references are your assets. Do not give your references to hiring managers unless you know you want the job. In addition, call your references, let each person know where things stand as related to your job search. Inform each reference to expect a call from the potential employer, providing job title of interest and a general overview of the job..
Don't let your references be unprepared. They are doing you a favor by taking time out of their day or personal time to speak to someone.

Job Offer Advice - Understand their constraints.
They may like you. They may think you deserve everything you want. But they still may not give it to you. Why? Because they may have certain ironclad constraints, such as salary caps, that no amount of negotiation can loosen. Your job is to figure out where they’re flexible and where they’re not. If, for example, you’re talking to a large company that’s hiring 20 similar people at the same time, it probably can’t give you a higher salary than everyone else. But it may be flexible on start dates, vacation time, and signing bonuses. On the other hand, if you’re negotiating with a smaller company that has never hired someone in your role, there may be room to adjust the initial salary offer or job title but not other things. The better you understand the constraints, the more likely it is that you’ll be able to propose options that solve both sides’ problems.

Job Offer Advice - Make it clear that you are serious about accepting an offer but that the offer has to be improved. Nothing is more aggravating to a hiring manager than supporting your candidacy, going to the person who manages the purse stringers, getting more compensation for you and then you reject the offer again.
In short, negotiation is great but be serious and do not waste anybody''s time. It will come back to burn you down the line.

Declining a Job Offer - Be professional and state in a letter that while you appreciate the time that the company spent in evaluating your candidacy and subsequent entension of the offer, let the hiring manager know that you declining the offer AND indicate your reason(s) why. Be candid, not confrontational.
Reasons:
1. Compensation
2. Company's market standing
3. Geography
4. Company's stage of growth does not match your requirements
5. Organizational infrastructure
6. Acceptance of another offer
7. Opting to remain with your current employer

Responsible employers will give you at least a day or two to make your decision. This shows they want you to make an informed decision.
